Julius Caesar History:
Gaius Julius Caesar was a Roman politician and general who played a major role in the events that led to the rise of the Roman Empire. Caesar rose to become one of the most powerful politicians due to a number of achievements, most notably his victories in the Gallic Wars. After taking control of the government, Caesar began a program of social and governmental reform, including the creation of the Julian Calendar. His populist and authoritarian reforms angered the elite, who began plotting against him. On the Ides of March 44 BC, Caesar was assassinated by a group of rebellious senators led by Gaius Cassius Longinus, Marcus Junius Brutus, and Decimus Junius Brutus.

You can get Julius Caesar's commander sculptures by opening the Gold Chest in the Tavern.
Once you unlock the second Relic in the Museum for Julius Caesar, this commander becomes a viable option in open field battles in the late game with the “All Damage +20%” and “March Speed +20%” buffs from the second Relic, in addition to the Attack (20%), Defense (20%), and Damage (30%) increases from the first skill, damage reduction from the second skill, and a troop capacity increase of up to 15% via the fourth skill, which increases his damage output in open field battles (more troops = more damage). However, Julius Caesar lacks area of effect (“AoE”) damage and debuffs, so you’ll want to pair him with another commander who has these abilities.
Prioritize upgrading skills for Julius Caesar:
Max out the first skill 5111, followed by the second skill 5511, followed by the fourth skill 5515.
If you only use Julius Caesar in the open field, you can skip upgrading the third skill for demonstrations. Julius Caesar's Expertise skill isn't great, so you can save your Legendary Commander Sculpture for other commanders after upgrading Julius Caesar to 5515.
Julius Caesar's Command Skills:

For the next 5 seconds, troops commanded by this commander gain 10% increased Attack and Defense, and 10% increased Damage.

Passive skill 1: Divine Julius
Troops commanded by this commander take 3% less damage. When his troops have 60% or less units left, they have a 10% chance to trigger an effect, whenever attacked, this effect will reduce damage by 10% for 3 seconds. This effect can only trigger once every 5 seconds.
Upgrade:
Damage taken reduced: 3%/4.5%/6%/8%/10%
Additional damage reduction: 10%/15%/20%/25%/30%
Passive skill 2: city assassin
When attacking another governor's city, Caesar's attack has a 10% chance to reduce enemy defense by 5% for 3 seconds.

The army commanded by this commander increases its troop capacity by 3%.

OP: Scipio Prime, Nebuchadnezzar II, Xiang Yu
Julius Caesar should be used as a secondary commander for single army types (i.e. just Infantry or Archer or Cavalry units) and as a primary commander for mixed army types.

I chose not to put points into “Martial Arts Mastery” in the Attack tree, because it reduces the skill damage dealt by the sub-commander (with Julius Caesar as the main commander). As mentioned at the beginning of this post, Julius Caesar lacks area of effect (“AoE”) damage, which is important in open combat. Therefore, you can pair him with a sub-commander that deals AoE damage. By this line of reasoning, putting your focus on “Martial Arts Mastery” would be counterproductive.
Rally
If you plan on using Julius Caesar to rally Cities, you might consider reallocating "Well-Provisioned" entry points in the Conquest tree to increase troop numbers and get more resources from your city rallies.
