Best Troop Type for Theodore
I stated above that using him as a garrison commander makes little sense; instead, focus on running him alongside cavalry in the open field and roaming raids, which is where he performs exceptionally well.
Best Hero Pairings for Theodore
Emrys makes a great pairing simply because he deals massive damage but struggles with survivability. With Theodore, you get that extra durability along with reducing target HP, helping Emrys deal maximum damage quickly right down to the wire.
Forondil also works well, but I feel you would want to pair him with a hero who enhances his kit more than Theodore does; I would definitely run Forondil as the primary legion commander in that case.
Bakshi and Theodore (regardless of who you assign as the primary commander) form a very strong cavalry legion. While they complement each other well on paper, I personally find tank cavalry a bit awkward as it goes against the archetype—yet it works.
Alistair is merely a backup option if you have no other choices available, as there isn't much synergy between them outside of both specializing in cavalry.
